(Received 29, i2.SB a.m.) London, September 28, Mr. Chamberlain mot with a splendid reception at Tunstall. He said he was almost surprised ho had survived all the pro-Boer artillery, Long Toms and Pom Poms. Fortunately like the Boers, their aim was of a very bad sort and went wild. The old diplomacy was once called lying for one's country's good, but the new diplomacy told the truth. His policy was to say what he meant, and mean what he said. Evory recent difficulty was the heritage from their predecessors. The latter were no more believed abroad than unionists, but perhaps they were more despised.
