The Imperial Congress of Chambers -, of Oommeroß opened to-day, when 400 delegates were present representing all parts of the Empire, including fifty from Australia. He dwelt upon the question of Imperial defences, urging the colonies to complete their. load defences and to make a stock of material available in the event it' should be desirous to proffer aid to the Motherland. Thecongresß resolved that I it was desirable to form an Impetial | "consultative council of the Motherland < and colonies for the purpose of considering and advising on Imperial and colonial questions.
