THE APPEAL QUESTION. [PHB PHHS3 ASSOCIATION.] (Recsived 26, 9.30 a.m.) London, May 24. The proposal to allow Privy Council appeal by consent was inserted in the Commonwealth Bill at Mr. Chamberlain's request. The delegates consider political interference impossible and unnecessary. The Executive is only empowered to assent to transference of a jurisdiction of the High Court to the Privy Council. Pbeth, May 25. Sir J. Forest intends to add a clause, both to the Federal Referendum and the Enabling Bill, providing a vote for every man and woman who has been resident in the Colony twelve months, Sxdnbt, May 25. Sir W. J. Lyne, referring to the federal compromise, thinks it the nearest approach to what the Colonies asked for that could under the circumstances be expected, and that delegates did their best. The responsibilitity of altering the Bill lies with the Imperial Government. Beceived 26, 1 a.m. Londoii, May 25, Russia is preparing a manchuiian defence adjacent to .iu Korean frontier.
