The Hon. E. Barton said that early binding obligations would bo premature, Cohesion must spring from spontaneity, wbich was shown in the present war. The feeling was likely to grow. A suggestion for common-action must come from the colonies. The Hon. Mr. Dickson (Queensland) said the spontaneity of assistance indicated a kinship with the downtrodden equally with the solidarity of the Empire. The industrial claims prevented Australia becoming a recruiting ground for the army.
