A COMMUNITY STARVING. j (PER PRESS ASSOCIATION.) (Received 28, 1Q a.m.) Adelaide, March 28. An American vessel touched at Palmerston Island on February 7 th. The captain reports that the small community of 50 inhabitants on the island was almost starving. They had had no communication with the outside world for nine months. The captain left a supply of provisions, and was requested Ito notify the condition of the people to Messrs. Sydney & Harris, of Rarotonga,
