THE BOERS AND THE WHITE FLAG.
PRESIDENT STEYN DENIES THAT IT WAS MISUSED. i Received 22, 9.15 a.m. London, March 21. | President Steyo, replying to Lord , Roberts' telegram protesting against ; the misuse of tho white flag, notably by General Delarey's commando at Osfontein, atd the use of explosive bullets, declares that Lord Robert! must have been mistaken. He says that Delarey denisd the allegation. President Steyn gives several instances in which lie alleges the British themselves misused the white flag With regard to explosive bullets, Steyn states that they were neither purchased by the Republics nor was the use of them allowed, bu;; a quantity of LeeMetford Dum-Dums had been taken from the British. The President also says Delarey oeclared that whim within fifty yards o the Boers at Osfontein the British on one occasion raised their hands and i showed the white flag. The British , artillery at once turned the men who wished to surrender, compelling them . to resume the charge on the Boers i Similarly at Spion Kop, while the burghers were disarming a corps who had , Hoisted the flag of truce and raised their bunds, another section of the British i volleyed at both their surrendering i comrades and the Boers, some of whom i were killed. Again it was reported i that at the last battle on the Tugela ; River the British artillery opened fire ; on their own troops, which desired to i surrender. Lord Roberts, commenting on the i statements, declares that his enquiries I proved that Steyn's allegations wen ■ unfounded. As ho himself saw what - Steyn denies, he thinks it undesirable ; to continue the correspondence.
