It seems that a moverhent has developed amongst the Democrats for the acceptance of Senator Lodge's reservations on Article 10 and the Monroe Doctrine, in order to make possible the ratification of the Treaty. The Republicans say that 22 Democrats are ready to accept Senator Lodge's reservations, but 34 will be needed before the Treaty can be passed. It js ri> moured that the Democrats will demand a caucus at which it will be urged that Senator Lodge's programme should be accepted. Mr Hoover, in a speech ait Baltimore i declared that the Treaty should be ratified with mild reservations, since a satisfactory adjustment of conditions in Europe was impossible unless the Treaty was passed. The Treaty should not be made an issue at the cominoelections. (Received Feb. 24, 10.15 p.m.') New York, Feb. 24 The "New York Times's" Washington correspondent understands that President Wilson's reply to the Allies' Adriatic Note will be despatched tonight, and probably handed to the Supreme Council on the 25th inst. It is said that there are several Italian leaders who have been willing to accept the December plan for a settlement of the Adriatic question. They agree with France, Britain, and the United States, but the Italian Go* vemment was embarrassed by d'Annunzio's action and strong propaganda in Italy, and his annexation ofFiume. Thus the Government could not accept the December agreement. It is predicted that President Wilson's Note makes another effort to convince the Italian Government and people that a just find wise settlement can only be made on the basis of- the December plan.
