New York, Feb. 19. The "New York Times'.s" Washington correspondent states that the resignation of the Chinese Ministers of Foreign Affairs, cabled on the 16th inst., is now attributed to pressure from the Anfu party, which "Hoes not favour their attitude on the Shantung situation. The Ministers advised against entering into negotiations with Japan eencerning the return of Kaiochau. It is understood that the Anfu party, which is conservative, disapproves of the popular wishes, and desires such negotiations.
