(Received Dec. 21, 5.5 p.m.) London, Dec. 18. The Australian Press Association' learns that the Bolsheviki inserted three- secret clauses in the peace terms with the Baltic States. The first pro* vided that relations must cease with all States at war with the Soviet. These include the Entente and Finland. The second required tho expulsion of all foreign warships from the Ntortnern Baltic, and the third the opening of the Baltic ports to the Bolsheviki, with Reval as a free port. The German evacuation of the Baltic provinces is now completed. _ Although there is no authentic information, it is believed that the Bolsheviki have occupied Kieff. Their advance continues uninterruptedly, me Bolsheviki, however, are confronted with internal difficulties.
