CONCENTRATIONS IN EAST AND
WEST PRUSSIA.
GOVERNMENT UNDER SUSPICION
A MILITARIST PLOT

Berlin, De<f. 14. Large concentrations of returned Baltic soldfers in East and West Prussia are arousing suspicion. The unofficial "German Gazette" says the Government is complying with a local demand to maintain frontier detfence, but in some quarters concentra^ tions are regarded as dangerous. It is suggested that the Government is yielding to the machinations of the militarists, including Yon der Oroltz and Hoffmann, who are planning a revolt which is designed to begin in JLast Prussia,, where the peasants are being secretly armed. The troops from the Baltic were recently urged to regard it as their duty to restore the old order in Germany. ' "The Times' " Warsaw correspondent estimates the Prussian «P»«gbrationß at 80,000 regulars and 15,000 other classes. The strongest forces are at Bromberg and Thorn and •in Upper Silesia. ( ;
