"Despite all efforts to help the poor by granting large sums in charitable aid, and in'endeavouring to ■ alleviate the distress of those in want of assistance, there is no doubt that a great deal of poverty still exists. 'lliere must bo a wicler distribution of wealth. It has often 'been asked: 'Yvhj iz there so much poverty J" I know that some people say that drink and extravagance are factors.
