Warsaw, Nov. 22. Reports from Russia indicate that the Bolshevist leaders, influenced by the recent veerings in the British attitude, are now planning a change of tactics. They are reviving the idea of the election of a Constituent Assembly, abolishing the extraordinary commissions, and forming a new Government, including the Menshevist leaders.
