THE FINANCIAL CLAUSES
A BANKRUPT STATE.

Paris, July 22. A perusal of the financial clauses of the Austrian Treaty shows that the liquidation of the assets of the old Austro-Hungarian Empire compels the Austrian Republic to start life as a bankrupt State, faced with an enormous debt, tremendous currency inflation, and overwhelming obligations towards the Allies.
AY ill Germany be allowed to undertake the financial and economic reconstruction, or will the Allies assume this responsibility? This is a pertinent question being asked in Conference circles.
