Paris, April 7. The German? received the Treaty, at! 3.15 p.m. The ceremony of presentation occupied only fourteen minutes, v ■ , Tiie .clauses compel Germany to renounce territorial and political rights! outside Europe, disarm fortifications and i suppresa air forces. . ■ The Treaty makes the fleet 'and army negligible and stipulates, that Germany must surrender the Kaiser for trial, repay all damage, surrender territory to Poland, Denmark, France, and J&Lgium. The Germans have agreed to sign the Treaty, but refuse to agree to the payjnent of indemnity. ■■■.'. The "Echo de Paris" cays the United States, Britain, and France agreed on supplementary guarantees of France's permanent security against invasion. Signor Orlando and Baron Sonnino have arrived. A settlement' is imminent, President Wilson receding fxoia ins position. Italy has accepted the proposal to administer Finme for four years as a mandatory, and afterwards to become the .absolute owner. Rome messages indicate that tne Italians, regretting their precipitate with<lrawal from the Conference, are awaiting an opportunity to return without appearing ridiculous.
