A"stir was caused, in Perth this month, by the fis-'St enforcement of the clause in' the new Crimes Act ordering a flogging for men convicted of assaulting girls under 33 years. John Cbstigan was con- ; yicted, and sentenced to three years' < imprisonment and five lashes by Justice Bunside.. Costigan's counsel said that < he would, appeal against the flogging, and he posted a formal appeal to the 'Under-Secretary for Law, .and received an acknowledgment. The day before, ■however, Costigah had been flogged in the Fremahtle Gaol. A special feature ■is that under the Act 10 days must elapse after the passing of the sentence before the flogging occurs.
