London, April 6. The "Daily Mail's" Pans eoirespondent states that agreements nave been leached on the following points:— The left bank of the Rlune to be a militaiy frontier. The Saar Valley coalpits and seams fco become Fiench piopeity m peipetuity.
No fixed sum to bo mentioned for leparation, but Germany to agree to pay v war damages on land and sea.l, This does ; not include war expenditure or pensions, excepting in regard to victims of air raids and submarine outrages. Payment ds to be made by. special income tax oii German industry and trade fo.r 30 years, the amount to. be based biennially on the "maximum payable without injuring Allied trade or bleeding German industry to death; Occupation of Rhenish territory for 30' years, a small British and American force to assist the French and Belgian ■armies _as a mandate of the League of Nations, thus making non-payment a <:asus belli on the part of Britain and America equally with France and Belgium.
Undecided points are the status of the- Rhenish provinces, the method of collection of revenues from the Saar coalfields without destroying the Germans' independence, and "'the distribution of reparation and revenues.
