(Received April 4, 7.30 p.m.) London, April 2. Mr Hughe's is not convinced of the practicability of the Labour Convention. Without radical alteration its machinery would be unworkable, and the method of its constitution is unlikely to commend it to colonial workers. Mr Hughes says it seems unlikely that the workers will view favourably Government representation, on conferences, but while the convention makes it necessary for a State to submit the recommendations to its legislature, State representation is essential. Again, the fact that- Japan, with' "her cheap labour, refuses to accept',the convention, at any time for a period <5f years, raises a situation that workers in other lands can hardly"-.subscribe to. However, the convention is likely to be thoroughly discussed and modified before the, Conference adopts it, and criticism may perhaps be premature.
