Japan restricts her interests to Siberia. j It is for the Conference to harmon- ' ise these conflicting views. The dele- j gates are heartily tired of the discus- ; sion of barren questions of procedure. ■ The cumbrous composition of the Conference must have pleased the people beyond the Rhine. It does not con ciuee to rapid despatch of business.
