Mr. Barnes states that the Government hopes that an international Indus- J trial Commission will be established by the Peace Commission. It will ratify freedom of combination, minimum stan-' dard wages, hours and holidays, and ■ regulate the conditions of employment of women, and improve factory conditions. ,
