Amsterdam, Jan. 3. At the Royal Palace on December 24th the Spartaeus group organised a procession of at least a hundred thousand people, who hooted the Government. Naval aeroplanes dropped flowers. A counter-demonstration by Majority Socialists numbered three or four hundred thousand. Tho Berlin troops and bands joined, making the most impressive political demonstration.ever witnessed iidßerlin. '■ "Vorwaerts," in an authorised state-j ment, details the new constitution,: which will be headed by a president,! who will be chosen by the people by direct vote. The President will be assisted by a Cabinet similar to that in England. The Parliament will consist of two houses, one the People's House and the other a State House. Members of the State House or Upper Chamber will really be delegates chosen by the Parliaments of Federal States. In the event of disagreement between the two Houses, the matter will be decided by national referendum. Prussia will no longer enjoy a predominance. Its power will be curtailed by a subdivision of electorates.
The German press is insistent that German troops should restore order in Poland. The Poles ordered the Germans to evacuate Posen, where, there is much desultory fighting.
