FRENCH OPINION.
FOOH TO BE THE SOLE JUDGE
NO COMMISSION NEEDED,
(Australian and N.Z. Cable Association.)
(Received Oct. 14, 7.20 p.m;)
Paris, Oct. 18
Comment on the 'German reply takes the line that it constitutes a capitulation. President Wilson will be the first to recognise that Marshal Foch is the sole judge of the desirability of granting an armistice. The suggestion of a mixed commission denotes Germany's desire to treat on a footing of equality, /but only two parties are requisite for the armistice which Germany wants. The leader of the victorious side will dictate the terms, and the leader of the beaten side will obey. Solf's assurance of government on a parliamentary basis is all deception. Not a line of the Imperial constitution has been altered.
M. Marcel Hutin says Marshal Foeh must have the last word on the military
