A telegram from Jassy states that JMackensen refuses to delay negotiations with'Roumania.on the plea of the Ministerial crisis, and las informed the Roumanian plenipotentiaries that unless the clauses in the preliminary draft are accepted by March 19th the peace conditions will be more severe. Mackensen also insists that General Averescu be excluded from the new Cabinet. ;
