An act. of liquidation between Russia and Finland was signed on Friday, whereby Russia cedes territory bordering on the Arctic Ocean to Finland and gives up the Valkeassari-Petrograd railway. Russia retains Imo fortress.
Germany's action is agitating Helsingfors, and the President of the Revolutionary Government declared that the whole Finnish population will resist aggression.
