STATE DEPARTMENTS' LEAVING,

(Received March 7, 7.45 p.m.) Petrograd, March 6. j, Apparently the Government has resolved to evacuate the city. It has established State institutions at Moscow, Nijni Novgorod and Kazan. , The Foreign Affairs and Roads Ministries
have left. The population is hastily departing by all manner of vehicles.
