M. Pichon, Foreign Minister, made a statement to the Foreign Affairs Committee of the Chamber on the diplomatic situation and tte Russo-Japanese negotiations.
Members of the committee afterwards refused to make a precise statement, bi:,t let it be "understood that the Allies had agreed to leave to Japan the task of intervening in Manchuria and Siberia.
