Amsterdam, Feb. 28

In the Reichstag Herr Scteidemann declared that the fruits of German advice to Russia showed that the best method by whicE to get peace was not negotiations nor Reichstag resolutions nor Papal notes, but tie unbroken advance of the German forces brought peace. Belgium must be held in pawn against Britain's refusal to surrender the German colonies. Not the slightest consideration shoujd be shown to Roumania, from whom a heavy indemnity must be exacted with an army in occupation until it was paid.

Herr Sctiedemann. rebuked the Kaiser for saying that the victory of German arms.must first be recognised. He recalled the previous recommendations of all parties for somewhat more reBerve in that quarter. He declared that the great mass of Socialists energetically repudiated the Kaiser's views. Herr Erzberger said that if German ever deviated from last year's peace resolution it was only as a temporary political measure.
