UKRAINE PEACE DELEGATES ARRESTED.
CHARGED WITH HIGH TREASON
ANNULMENT OF LOANS

Petrograd, Feb. 19.
The Bolsheviki have arrested all members of the Ukrainian Central Rada and Ukrainian Delegation at Brest Litovsk, indudir.g the president, charging them with high treason. The Bolsheviki refuse to recognise the peace concluded by the Rada.
An official decree has been issued annulling all loans except those of Russians holding Government bonds tinder 10,000 roubles, who can exchange for certificates ir the new loan of tie Russian Socialistic Federal Repvblic.
The earn© applies to the savings banks, co-operative and other Socialistic institutions.
All money not strictly earned by la bour will be confiscated.
The Foreign Office announced that as a result of the German invasion, recruiting had been enormously stimulated. Trotzky made a statement that Germany's peace terms which Russia refused included tie retention of Poland, Lithuania, Riga, Moon Island, and the payment of four billion dollars indemnity.
