GERMAN PREPARATIONS IN THE WEST
REPORTED RUSSO-GERMAN PEACE TREATY.
In an address to Codgress President Wilson replied io the statements on the peace terms of tbe Ontral Powers recently made by .Hertiiog' and Cz roin. In ihe main his speech was a reiteration of his rvcent exposition of America's war aims, rejecting Hertling's suggestion*, but welcoming the friendly toue of Ozernin's declaration. The Bolsheviki claim to be in possession of Kieif, having routed the Hada's array An American communique predicts a great German offensive at several points on the Western front.
