A Russian political official statement declares that tie German annexationists have been sufficiently, powerful to impose their .will upon evasive -diplomats of the Hertling and Kuhlmann school. The Austro-German delegation refused to guarantee the withdrawal of the armies from the occupied territories. This is a monstrous annexation. The Austro-German peoples are being deceived by their Governments before the whole world.

The statement continues: "At tj-e Brest Litovsk negotiations Austria gave humble approval to all Hoffmann and Kuhlmann said, but this did not prevent the Austrian Socialists from telling fables to the Austrian workmen regarding Czernin's endeavour to obtain peace."
