Lisbon, Dec. 13. The President, Senhor Bernardino Machado, has been arrested and confined to ins palace, because he refused to resign. The revolutionaries dissolved Parliament.

A Cabinet has been constituted. Senhor Paes is Premier, Foreign Minister, and War Minister. Deputy Barlioza is Minister for the Colonies.
