JAPAN'S WAR EFFORTS.

Tie Lord Chancellor, speaking at the Navy League's Trafalgar Day luncheon,! declared that when we dictated terms of peace the crews of the Gorman submarines and those in high places wlo gave them their orders should be i treated as pirates. The dawn was al-'j ready beginning to appear, and we! might look forward at no distant date to a desirable peace. Tie Japanese Ambassador said that Japan had loyally fulfilled her obliga-j tions, and was gradually extending her >. naval and military operations. To-day i she vi as actively engaged in certain j portions of the European theatres. j
