Washington, Oct. 4. It is impossible to over-estimate the importance of the new embargo. It has been ascertained that the United States urged Britain to take this step. The United States' attitude is only towards neutrals as a basis of starving the Germans into submission. No new arrangements for shipments to neutrals can be made, excent with the Allies' consent. Trade agreements will end. Tl^ United States uill replace the supplies which the Allies till now obtained from neutrals. If South American countries attempt to send food to Germany, the United States will cut off their coal, which is essential.
