SUBMARINING AT LOW WATER MARK.
Kcciprocal artillery fire continues on the Flanders front. Tlie Germans heaviiy atatcked the French on the right bank of the Meuse, gaining a temporary'■foothold at one point. The French have carried out extensive aerial bombing raids. It is reported that the second phase of the Italian offensive is about to be»in. An early announcement of the adoption by the° British Government of a policy of reprisals for air raids is foreshadowed.
