A MANIFESTO. TECTONIC WAR AIMS DENOUNCED. (Australian and N.Z.-CableAssociation) London, Sept. 2. Mr Henderson, M. Vandervelde, M. ; Thomas, and otter British, French and Belgian delegates to the Socialist Conference have issued a manifesto in order to avoid misunderstanding owing t to tie Conference's'failure to agree on; the principal questions. j The manifesto states that the victory of the German Imperialists would mean the annitilation of democracy and liberty throughout the world. The Russian revolution has not yet stirred an uprising of popular forces in Austria and Germany. Instead, t the new Rusi sian democracy has been compelled to | defend itself from renewed aggression by tho. Czars at Vienna and Berlin. The Russian peace formula provides tlat peace without indemnities should not exclu.de just compensation for damages and that peace without annexations cannot exclude tho annexation of territories conquered by force. A war for right must not be permitted to become a war of conquest. The Aits-tro-Germans cannot expect an effective effort towards peace until a substitution is found for the present Governments in a democratic regime sealing t 1 defeat of militarism. Then it will'be the- duty"-...0f tie Socialists throughput the world to prevent the Allied Governments from crushing the new Austro-German democracies.
