A semi-official statement in the "Nortfcr German Gazette" denies the existence of the Kaiser's telegram to President Wilson, revealed in Mr Gerard's memoirs.

It states, that it is possible the Kaiser prepared a memorandum to prevent Mr Gerard sending wrong information to Washington, but the Kaiser's notes were not destined for President Wilson.
