KAISER'S TELEGRAM TO PRESIDENT WILSON.

A semi-official statement in the "Nortfcr German Gazette" denies the existence of the Kaiser's telegram to President Wilson, revealed in Mr Gerard's memoirs.
It states, that it is possible the Kaiser prepared a memorandum to prevent Mr Gerard sending wrong information to Washington, but the Kaiser's notes were not destined for President Wilson.
Dr. Michaelis, in an interview, said that direct taxation of incomes and1 capital would be insufficient to cover the after-war budget, and the,, people must accept th© introduction of State monopolies and increases in prices.
