London, August 11. "The Empire Settlement Committee? re» commends the appointment o£ a- Central Board to control the emigration o£ ex-service men. The chairman el-oM devoto his whole time to the eubii-;t.. and the Home Government should nominate five members and tho Overseas Dominions four, with an additional %\vo -representing tho States oS Australia and tho provinces of Canada, and fire unofficial members.
