Amsterdam, Dec. 11. The summoning of the Reichstag came as a surprise, and has caused much excitement in Germany, It is believed that Di\ yon Bethmann Hollweg intends to**declare Germany's war aims and impress neutrals with the idea that the Allies and not Germany are responsible for continuing the struggle. .
