The "Daily News' " special correspondent at Berne says he talked with an eminent neutral who visited Berlin and was invited to tea with the Kaiserin. The Kaiser was present. He did not appear to be worried, but he suffers from sleeplessness, and goes for night motor drives. He talked freely, and disclaimed the British theory that he was responsible for the war. "I was not the man," he said. "I acted with the best faith throughout, and strove hard for peace."
