Britain's explanation of the examination of mails' states that it has been proved that bags from one neutral country to another contained rubber and roffee disguised as piapers. What appeared to be business circulars was really German propaganda. Tims it is difficult to pass mails without examination.

The despatch shows why mlails are facilitated by examination at London rather than elsewhere.
