London, July 28. , The • fourteen points regarding the IrisH settlement on which; Mr Lloyd. George/ Mr Redmond, and Sir. Edward Carson a-greed are published in a Parliamentary paper. It contains little that was not announced in llonaajj^fl debate except the fact that a deduction would be made from the sum to be paid by., the Imperial Government to Ireland .proportionate to the population of the excluded area.
An active party .in the . House of Commons is endeavouring to revive the negotiations. -•■-.'
