PERSONAL APPEALS
ALL CLASSES TO HELP.
Proposals for the re-modelling ofi tho recruiting system, which aim at getting into, direct touch with all eligible n.en, were considered, 'and adopted iy the Cabinet last week, and the scheme will; hVbrought into operation early in theNew Year. The proposals are as follows :— ... . I.—There shall be one principal recniitsing; centre in each provincial district, also in every countyj. city orv Thorough throughout the Dominion, with, ■a conveniently-situated recruiting c-ffice. 2.—Recruiting for each*, district, county or borough shall be controlled' by a central council composed! of members of Representative local bodies and* any other representative men who are willing to assist. 3.—Each county shall be sulbdivided' into comparatively small areas \ f6r in--stance, areas approximating to s^iool? committee districts, and all . embers; of local bodies shall be asked! to assists in the recruiting campaign. 4.—The method of recruiting-shall'be by moral suasion, i.e., personal i; terviews between members of the organisation and possible recruits, though public meetings may be necessary in; the' larger centres. s.—The Parliamentary :epres3fltatives for each district shall be a'*ked to. assist, this to apply to members ofcVßoth" branches of the Legislature. 6.—The newspapers shall be asked toencourage the movement, especially by. reports of recruiting meetings, and' tlie^ progress of the movement in different, districts.

B.—The quota? for each month will-Un-allotted up to< the end of 1916, a-ndt every endeavour-must be made-to .ecure> a sufficient number of recruits for- eachi month's requirements. 9. —The organisation to secure the> number of recruits required will' Beunder the control of aboard.consisting; of the ' Prime Minister, the Finance' Minister, and? Defence Minister. ! 10.-"—The scheme of organisation vail be so arranged as to permit of personal' 1 appeal' to''each man of military ape on the alphabetical list, and a general' appeal to the public by- speeches', band! 'music, etc 11. —Existing recruiting.organiV-.aSi'ons shall, where possible, be irKuinsainedt and' be coordinated with the general organisatie© of county councils;,, borough, councils, road boards ; town Ford's, schooJ committees, unions^ sutf &ny &rm©f organisation,-that wiay be€?V;m-. 13 —Alphabetical rolls should be available for local recruiting committees, the date when a man enlists and when he proceeds to camp, and the results of the personal appeal should bo enter 3d on the roll, and recruiting committees should add to the. roll.the names of all men not already on It. The roll <-)iall not be open for pubic inspection, but only to the committees. «
