ADRIANOPLE FORTIFICATIONS DISMANTLED.
GLOOM AT CONSTANTINOPLE,
AN EPIDEMIC OF INCENDIARISM
(Received July 9, 0.50 a.m.) Sofia, July 8. The fortifications of Adrianople have again been dismantled, and the guns transferred to Harlem Keui, General Brauber, the new German military commander, saying that it is useless to fortify the city.
The population of Constantinople are gloomy, owing to the continued arrival of wounded instead of British and French prisoners, whom the population were led to expect. There is much relief because the British submarines are abstaining from torpedoing passenger steamers, but the transport of troops is greatly restricted.
Frequent fires are causing grave disquietude. There were 2600 houses burnt last week, and fresh outbreaks occur nightly. The police have profited by the calamities to arrest many foreigners on charges of incendiarism.
