FURTHER STATEMENT BY MR. BRYAN.
INTERNATIONAL COMMISSION

(Received-Juno 10, 11.20 p.m.) Washington, June 10. Mr. Bryan, in a written statement, explains that he favoured vesting action in an. international commission •in accordance with treaties with thirty ! countries, thus making war impossible for at least a year. Germany lias not signed t-ho treaty, but has adopted its principle. Regarding Germany's warning against travelling in a belligerent nation* vessels, Mr. Bryan asks why Americans should be permitted to-in-volve their country in war by traversing the danger zone in belligerent ships. The ouestion is not one of right under ■ international law, but whether they ought not, out of. consideration for their country, to avoid danger when avoidance is possible. | It is..understood that the Cabinetj agvc-3 that arbitration is impossible unless; Germany, suspends the indiscriminate destruction of merchantmen during tue investigation.
