We reprove the infidelity to the plighted word, the violation of the recognised rights of neutral peoples, the official "use/of lies in attempting* to justify these transgressions of the laws of honour. ' We reprove the barbarous treatment inflicted on hon-oombatants, the mutilation and death of numberless innocents—as reprisals for individual offences—and that in all the theatres of war, both East and West. We reprove fcho violation and destruction of , religious sanctuaries, the sack of towns, the burning and pillage of localities not defended. We realise with sadness the bankruptcy of a civilisation and of a culture that were powerless to curb these returns to barbarism. It is not possible for any general denial to suppress these facts, and we await the pronouncement of unswerving justice on all these crimes against the rights of nations.
