DISCUSSION AT WASHINGTON
London, May 4. "The Times" correspondent at Washington states that the relations between China and Japan are being prominently discussed. The State Department is working energetically to moderate the demands which Japan is alleged to have made. It is hoped, for many reasons, that the action of Washington will result in a satisfactory elucidation. American friends of Japan do not believe that she will use the opportunities of the war to tamper with China, but the American public is rendered anxious by a constant stream of reports of Japan's acts. Pekin j thought is probably tainted by Teutonic \ intrigue. The trouble over the Cali-1 fornia land laws, together with the menace of Japanese ambitions in the Pacific, has made a vague distrust of Japan chronic. The average American has also felt that the dissatisfaction with the part played by Japan in the Far East wtßld react on the Allies.
