The Saskatchewan Government has decided that complete prohibition is e£feotive. It proposes to operate Hke wholesale liquor trade under tke dispensary system until a referendum decides whether dispensaries ought also to be abolished. The measure is mtended to become effective during the war, but if the voters so decide it may be permanent.
