Capetown, Sept. 12.

Speaking in the Assembly, Mr. Smuts, endorsing General Botha's motion of loyalty, said the Government liad ample information that the German Government for years past had designs on British South Africa, and contemplated its acquisition. If the Union now shrank from its duty it would be undeserving of the liberty it secured at Vereeniging.
