Constantinople, Sept. 11

The Porto has notified the Powers that the abrogation of the capitulations wc.s inspired solely by a desire to assure her judicial, economic, and fiscal liberty of action. She did not enter-, tain unfriendly intentions against the Powers, as she was ready to conclude treaties of commerce.

The Minister of the Interior says Turkey has finally obtained the. independence of the population. Processions in the city cheered for independence.
