ADDRESS TO THE IMPERIAL
PARLIAMENT,
Ottawa, June 12
The House of Commons "debated an address to the Imperial Parliament praying for an increase in the number of senators.
Mr. Borden admitted that the constitution of the Senate had been much criticised. The United States and Australia had elective Senates, and the rasult Avas that often the Senate proved more poAverful than the Lower House. It Avas impossible for Canada to solve the problem of an adequate Second Chamber just noAv.
Sir Wilfrid Laurier agreed that it Avas in vain to ask the British Parliament to solve the. problem Avhen Canada was unable herself to do so.
