CONCESSION TO THE OPPOSITION
NATIONAL VOLUNTEER MOVE-

In the House of Commons/Mr. Asquith announced that if the Opposition desired it the amending Bill would be introduced in the House of Lords before the Home Rule Bill is further considered.
Mr. A. Birrell, Chief Secretary for Ireland, in reply to. Lord Robert Cecil, said that the latest estimate of the National Volunteer force was 80,000. Its existence was sufficiently explained by Ulster's army. Both were engaging the Government's attention. The validity of the en^ry of rifles and ammunition to Ireland-was still sub judice, but so long as it remained, the proclamation would bo enforced against all
